The 50th Edition of the International Air Transport Association’s (IATA’s) Dangerous Goods Regulations has recently been published. These regulations become effective on the 1st January 2009, replacing the regulations laid out in the 49th Edition. The 50th Edition is based on International Civil Aviation Organization’s (ICAO’s) Technical Instructions for the safe Transport of Dangerous Goods by Air 2009-2010 Edition.
The amendments incorporated in the Dangerous Goods Regulations 50th Edition hold a few minor changes to the working practises of Biocair, and therefore our customers. For those who like to keep abreast of the major changes we have compiled a short list.
- There has been a change to the provisions of recurrent IATA Dangerous Goods Training. The recurrency period is still 24 months. However, there is now provision for a 3-month “window” that allows for recurrent training conducted within the final 3 months of the 24 month period to be considered to have been completed on the expiry date of the 24-month period.
- Dangerous Goods in Excepted Quantities procedures have changed. The requirements for excepted quantities have been revised to align with the provisions in the United Nations Model Regulations. This includes the assignment of an “EQ” code from E1 to E5 to identify if a substance is permitted in excepted quantities, in what quantity per inner package and per package, the EQ code can be found in the “List of Dangerous Goods”. The current IATA Dangerous Goods in Excepted Quantities Label has been replaced by a new Excepted Quantity marking.
- The exemption value for Division 2.2 gases has been revised to become 200kPa (gauge) from the current value of 280kPa (absolute). This may effect some classifications.
- The criteria for classification of environmentally hazardous substances has been aligned with the United Nations Model Regulations.
- Substances that may be assigned as “consumer commodities” have expanded to include environmentally hazardous substances.
- There has been a section added to identify the marking requirements for packages containing environmentally hazardous substances, included with this is a new environmentally hazardous substances mark.
